Overview
Working together with interested parties - including cycling, pedestrian and motorised road user organisations – we have reviewed the design of a number of key junctions identified as having road safety or other significant issues for cyclists and / or pedestrians.
This junction was identified as having a particular cycle safety problem. We have therefore developed proposals to improve safety at the junction, in particular for cyclists.
The responses to this consultation will help inform our decsion making as to whether we go ahead with the scheme as proposed or make changes to the scheme.
Why We Are Consulting
Our review of this junction has shown that there is a road safety issue for cyclists, in particular those travelling northbound along the A21.
Our proposals for this junction are designed to improve sight lines to make it easier for cyclists, motorists and pedestrians to see each other and hence improve junction safety. In addition the opportunity will be taken to improve the informal pedestrian crossings to make these more visible and easier to use.
Our proposed improvements include:
Amended A21 and Oakley Road junction layout to bring the junction closer to a right angle – this will improve sight lines
The cycle lane on A21 north bound (towards Bromley) will be widened to increase the separation of cyclists from other road users.
Revised informal pedestrian crossings will be provided across Oakley Road and across A21 Hastings Road. A central island will allow roads to be crossed in stages. Informal crossing points offer pedestrians a safe point to cross, with tactile pavement for those with visual impairments.
The right turn from Hastings Road to Church Road, which is not currently physically possible, will be specifically prohibited. The revised junction layout would make this a possible manoeuvre but it would conflict with right turning traffic into Oakley Road from the north and would not be a safe movement.
We are not changing any other aspects of the junction. Traffic will still only be able to turn left (north) towards Bromley from Oakley Road, while Church Road will remain one way eastbound, with changes to the kerb layout to deter illegal movements.

This issue is intended to act a repository for material that can be used to back-up the LCC's 2014 Local Election Campaign 'Asks'. There are 6 'asks' that were finalised and agreed at the LCC's AGM on 19 October 2013:
1. Safe routes to schools
2. Areas without through motor traffic (AWTTs)
3. Protected space on main roads/major junctions
4. Safe cycle routes via parks and canals (Greenways)
5. 20mph speed limits
6. Liveable town centres
so we'll have 6 threads under this Cyclescape issue where we can collect explanations, discussions and most importantly concrete illustrations of what is meant by each ask.

Has a clear message - what can we learn from them?
Hamlet, Auckland and Lancaster roads are used as a rat run by traffic avoiding jams on the Crystal Palace Triangle. Several schools along here and no real need for through motor traffic to be allowed - there are two "A" roads on parallel routes (Church Road / S Norwood Hill, and Croydon Road) within a short distance.
Use of this road as a rat run also creates extra through traffic on Fox Hill, Sylvan Hill, Southern Avenue and other roads that access it. It's not particularly dangerous by usual London standards (apart from getting beeped by impatient van drivers - no space to overtake along a lot of it) but could be made a lot safer so that the kids at the Harris Academies can cycle to school.

This junction can be dangerous for cyclists due to narrow pinch points, and drivers being too eager to jump past them, and are happy to frighten cyclists by honking their horns due to them "being in the way", when they are just taking the primary position so that they don't get knocked off their bike.

Complete separation of cyclists and cars can't always be achieved. To make sharing of the road safer I would like to propose using rumble strips instead of flat paint to separate the bike lane from the rest of the road. It would act as a physical reminder for car-drivers that they are encroaching the bike lane. This happens particularly near pinch points like road bends or crossroads. So even just a selective application of rumble strips could have a very positive effect, I believe. What's the view of the cycling community? Has it been tested?
